From the suspected serial flasher in Humble to a Harris County Precinct 8 deputy constable accused of exposing himself to children; it seems there's been more and more indecent exposure cases in recent days.
Leticia Manzano who counsels victims at the Houston Area Women's Center say the experience can be traumatizing for victims.
"It could be a very scary thing, (causing) excessive fear," said Manzano.
Matt Horak's job as a local attorney has allowed him into the minds of many of the accused. He's defended a wide range of clients from the pranksters to the more dangerous types.
"Whether or not that is going to give them more courage to do something worse, it's a case by case situation," said Horak.
He adds that many flashers are fueled by sexual arousal but Manzano disagrees.
"This is not about sex it's about violence, the rush of power a perpetrator feels when they violate someone else's space," she said.
Manzano advises women and children not to walk alone, to flee if they encounter a flasher, and to report the incident immediately.
