HUMBLE - "It's the middle of the afternoon that's what so garish to all of us, this is happening in broad daylight with our children."

"Sally" lives in fear and the vivid images of her encounter with the flasher. Last Thursday, the most recent incident happened to another woman as she was exercising. When the man tried to enter the gym, his victim kicked the door shut, shattering a pane and injuring her foot. Moments later, deputies arrived at Lola William's door to arrest her 15-year-old son.

"Back in August there was a kid or a person walking around flashing himself. Every month since then, they've put out a description in the monthly newsletter of a six foot black male with a hoodie on. Well, my son is a black male and six feet," said Williams.

The Harris County Sheriff's Department says since April, there have been three other incidents at the complex, but residents believe there might be as many as 21 other run-ins.

Williams says her son has been unfairly targeted and has reached out to local activist Quanell X for help.

"In this particular case, when you have a white female saying I was exposed--by an African-American male, six foot--showed his genitals to me--and they went and found this young man, in his pajamas, at that point in time any African-American male, I believe, would do," said Quanell X.

Management at the apartment complex put out two advisories in September, after investigators say a masked juvenile made a lewd gesture in front of a grandmother who was waiting in a parked vehicle.

"We won't go outside to walk our dogs by ourselves, we don't go as women to take our trash by ourselves. It's ridiculous," said "Sally".
