Precinct 4 constables with the help of the SPCA seized 24 horses in the Splendora area this morning after discovering the animals living in deplorable conditions.
Judge James Metts, precinct 4 justice of the peace signed a seizure order giving the SPCA custody of the horses. A spokesperson for the SPCA said the horses suffered from multiple problems, including malnourishment, food and water issues, behavior problems and animal husbandry issues.
