One year after Hurricane Ike, many places in Texas are still recovering from the storm, including Texas City.The dike is the city's most popular fishing spot, but it was destroyed after Hurricane Ike hit the Texas coast.
David Freemont, an avid fisherman, says the dike was a tourist hot-spot.
"Probably 75 percent of the people that visited the dike are from outside of Texas City, so we would have thousands of people here on the weekends and they hit the businesses in Texas City and shopped," said Freemont.
Freemont said businesses are hurting with less tourists coming to spend money.
The owner of Boyd's Bait Shop said that he had to go the "extra mile" to keep his business above water.
"We had to go from just dealing bait to really start pushing it. I do a lot of commercials on the radio, we really had to promote the seafood and crawfish and it really seemed to work," said Jason Cogburn.
The dike suffered about $10 million worth of damage. Now the city is waiting for FEMA to sign off on the plans to rebuild. Texas City hopes to start construction in 6 to 9 months.
